CAEP Annual Accountability Measures

The Evelyn Reid Syphax School of Education at Virginia Union University adheres to reporting measures as set by the Council for the Accreditation of Educator Preparation Programs (CAEP).
The four annual reporting measures include (1) Completer Impact and Effectiveness, (2) Satisfaction of Employers and Stakeholder Involvement, (3) Candidate Competency at Program Completion, and (4) Ability to be hired in education positions for which they have been prepared.

The information provided covers the September 2023 to August 2024 academic year.

ACCOUNTABILITY MEASURE #1: Completer Impact and Effectiveness

(2023-2024) – No candidates completed the approved VDOE program for this reporting period.

Measure 1a Impact

Measure 1b Effectiveness on K-12 student learning

The Commonwealth of Virginia does not provide EPPs with data related to CAEP Standard R4.1. The EPP has implemented a case study methodology for visiting and evaluating completers in their roles as professional educators to explore the impact on K-12 student learning and effectiveness. The evaluations will be conducted by Teacher Education Program faculty trained in EPP assessment and familiar with the completer's licensure program.

ACCOUNTABILITY MEASURE #2: Satisfaction of Employers & Stakeholder Involvement

(2023-2024) – The EPP is in collaboration with VEAC for the collection and data analysis for Employer & Alumni Satisfaction. Due to the absence of program completers as defined by the Virginia Department of Education (VDOE) for this reporting period, zero data is reported.

ACCOUNTABILITY MEASURE #3: Candidate Competency at Program Completion

The EPP reports candidate competency at completion with multiple indicators across monitoring gates: State Licensure Assessment Results, Graduation GPA, Candidate Disposition Exit, and Title II Reports.

  1. Candidate Competencies on Assessments: Completers are required to pass assessments (Virginia Communication and Literacy Assessment – Praxis Content Assessments, and the Reading for Virginia Educators Assessments). Candidates are required to have completed all licensure assessments prior to completion of the student teaching experience (Gate 3).

(2023- 2024) – Zero candidates were identified who passed all licensure assessments:
A total of 6 candidates met degree requirements but did not achieve VDOE completer licensure status. Among those candidates in 2023-2024, 6 completed the initial program. Secondary 1 - graduates, Elementary Education 2- graduates, and  3- Special Education.

  2. Title II Report
By federal law, all colleges and universities offering teacher education programs must annually report on a set of uniform data, including program requirements, admissions and completion data, and assessment pass rates. * Zero candidates were identified who passed all licensure assessments.

  3. Graduation GPA
The average GPA of Candidates at Exit (Gate 3) is collected at program completion and provides evidence of major content competency mastery.

(2023-2024) – Zero candidates who passed all licensure assessments for this reporting period were identified.

  4. Graduation Rate:

(2023-2024) – A total of 6 candidates met degree requirements but did not achieve VDOE completer licensure status. Among those candidates in 2023-2024, 6 completed the initial program. Secondary 1 - graduates, Elementary Education 2 - graduates, and 3 - Special Education.

  1. Candidate Disposition (Self-Reflection)
Candidate Disposition data is collected at Gate 1 (self-reflection) and Gate 3 (self-reflection). Additionally, during the candidate's student teaching (Gate 3), the University Supervisor provides feedback on each candidate with items from the evaluation instrument related to dispositions.

ACCOUNTABILITY MEASURE #4: Ability to be hired in education positions for which they have been prepared

The EPP uses the list of ERSSE Teacher Education Program completers who a) graduated with the degree in their program and b) completed all licensure requirements set forth by the VDOE to determine completer rates for hiring. Additionally, the EPP cross-references annual licensure data provided by the Virginia Department of Education with our internal records.

(2023-2024) – Hiring Rate of Completers: 33% (2) of the six completers were hired provisionally for positions for which they were prepared.  Three (50%) of the 6 enrolled in graduate program immediately following graduation. Unable to determine employment for 1 graduate candidate.
