Maryland Delegate and VUU Trustee Scott Phillips Elected Chair of Maryland Legislative Black Caucus

Richmond, VA — Virginia Union University proudly congratulates Maryland Delegate N. Scott Phillips on his election as Chair of the Legislative Black Caucus of Maryland, one of the state’s most influential legislative bodies advocating for equity, opportunity, and justice.

Delegate Phillips represents District 10 in the Maryland House of Delegates and was selected by his peers to lead the caucus’s bipartisan efforts to advance policies that strengthen education, expand economic opportunity, and uplift Black communities across the state.

In addition to his legislative leadership, Phillips serves as a Trustee of Virginia Union University, continuing his long-standing commitment to higher education and institutional advancement. A proud VUU alumnus, he earned his bachelor’s degree in accounting in 1983 and has remained deeply connected to the University’s mission of developing purpose-driven leaders.
